The State Administration for Market Regulation recently announced the list of "Quality Strong County (City, District)" innovation pilots, with Zhangjiagang selected for its pioneering work in developing a new quality governance mechanism. Only four cities nationwide made the list.
In recent years, Zhangjiagang has taken the lead in creating a "Regional Development Quality Index" among counties. The city has introduced dedicated financial support and performance evaluation mechanisms focused on quality. Over the past three years, it has allocated more than 100 million yuan ($14.03 million) in special funds, driving over 1.2 billion yuan in quality-related technical investment by enterprises.
Zhangjiagang was also the first in Jiangsu province to establish quality innovation consortiums, achieving 69 key technical breakthroughs. Quality improvement projects in the city's metallurgy and textile sectors have been recognized as demonstration pilots in the Yangtze River Delta region. As part of its "Quality Zhangjiagang" initiative, 27 local products have received the "Jiangsu Boutique" certification, and two enterprises have won the Jiangsu Governor's Quality Award.
The city is also building a "1+5+N" integrated quality infrastructure service network and a "30-minute quality service circle". It has established three national-level quality inspection centers and three provincial-level centers, launched Jiangsu's first quality loan, and maintained a leading position in the province for intellectual property pledge financing for three consecutive years — significantly lowering operating costs for small and micro enterprises.
