Zhangjiagang has significantly accelerated construction on major projects in recent years, with the "breaking ground upon land acquisition" model becoming a new standard. Since 2024, the city has achieved a 100-percent project support rate for major projects at all three levels, with half of these projects beginning construction immediately after land acquisition.
The city has optimized its approval process by introducing a personalized checklist for each project, reducing the timeline from nine months to a mere four. This initiative is designed to institutionalize, normalize, and sustain the "breaking ground upon land acquisition" policy, thereby speeding up construction projects.
For example, the automotive project of Wan Cheng Technology Co obtained the real estate ownership certificate on Feb 11 and the construction permit within just three days, becoming the first major project in Zhangjiagang to "break ground upon land acquisition" in 2025.
