Zhangjiagang Win Hanverky Container Terminal is among the first ports in China to implement the Departure Port Tax Rebate Policy. By shortening the tax rebate cycle, this policy facilitates smoother international trade operations for enterprises.
Implemented in 2018, the Departure Port Tax Rebate Policy allows customs to automatically generate export declaration information when goods leave the departure port. This enables companies to apply for tax rebates immediately, significantly reducing the rebate cycle and improving cash flow efficiency, thereby supporting their production and business activities.

Previously, companies could only apply for tax rebates after completing exit procedures. This process was often delayed by various factors such as logistics, weather, and administrative formalities, making the timeline unpredictable.
Liu Yonglei, Marketing and Sales Manager at Jiangsu Metcoplus Industry Intl Co explained that the average rebate time used to be around one month, which was a significant pressure for small and micro enterprises like theirs. The Departure Port Tax Rebate Policy has allowed them to receive rebates about half a month sooner.
Since benefiting from this policy last year, the company has received over 3 million yuan ($414,565) in rebates, reducing the rebate application time by more than 50 percent.
Since 2018, Zhangjiagang has processed over 90 million yuan in tax rebates for more than 250 export enterprises in the city under this policy.
