Encourage the introduction of science and technology enterprises

1. Support technology companies to settle in Binhu. Newly introduced high-tech enterprises in the district will be rewarded if they meet the requirements of the regional modern industry development plan, feature new technologies, new industries, new models and new business forms, and have independent core technology and good development potential.

Enterprises with an actual investment of 10 million yuan ($1.4 million) or more will be rewarded at a rate not exceeding 2 percent of the investment amount, with a maximum of 5 million yuan, and will be cashed out at 60 percent and 40 percent in the two stages of completion of renovation and going into production. 2. Support the construction of science and technology projects. Advanced manufacturing projects with a total investment of 200 million to 1 billion yuan, and technological service projects with a total investment of 50 to 200 million yuan, will receive an award of 1 percent of the total investment, with a maximum of 3 million yuan.

Advanced manufacturing projects of 1 billion yuan and above, and technology service projects of 200 million yuan and above will be given priority for municipal awards. (Responsible department: District Development and Reform Commission)

3. Support the introduction of talent teams. Where the total annual funding for talent affairs at district and town (development zone, street) level is not less than 100 million yuan, the annual special capital investment for talent project is increased to 30 million yuan.

Newly introduced entrepreneurs who are selected in the "Light of Binhu Project" talent project after evaluation, will receive subsidies of 0.5 to 2 million yuan for their enterprises. Enterprises that meet the requirements of the Gazelle Plan for business incubation or policies related to the development of the integrated circuit (IC) design and health industries, will receive awards of not more than 1 million yuan and 500,000 yuan, respectively. Enterprises that have been evaluated as foreign expert studios at provincial, municipal and district level will receive awards of 100,000 yuan, 80,000 yuan and 50,000 yuan, respectively.

Talent introduction institutions that introduce various types of scientific and technological talent projects to the district will receive awards of 20,000 to 200,000 yuan if the projects they introduce are implemented and meet the requirements of key national talent projects and provincial Innovation and Entrepreneurship Talent Project or the city's Taihu Talent Project. 4. Support investment in startups. Newly introduced high-tech enterprises with strong core technology, industrial drive and broad market prospects will receive equity investment from the district investment fund at no more than 20 percent of their total investment. The maximum investment amount is 20 million yuan, and the investment period is generally not more than three years. In principle, after the expiration, the actual controller or major shareholder of the enterprise shall follow the procedures stipulated in the Interim Measures for the Management of State-owned Property Rights of the Enterprise and other relevant laws and regulations to repurchase and exit. Encourage the construction of technology incubation system

5. Support business incubation and maturity. Rewards of 50,000 yuan, 100,000 yuan and 200,000 yuan will be given to "young eagle enterprises", "gazelle enterprises", and "quasi-unicorn enterprises" selected annually from the city-level enterprise cultivation pool.

Enterprises that have been selected into the district’s Gazelle Project and have actually completed a major project with investment of more than 5 million yuan in the year or more than 10 million yuan in two years (investment in production or scientific research equipment accounts for more than 70 percent), will receive a reward of 5 percent of the actual investment, up to a maximum of 1 million yuan.

Enterprises that meet the Gazelle Enterprise certification standard will enjoy priority to receive staged equity investment from the district investment fund. In principle, the investment ratio shall not exceed 20 percent of the total investment of the project, the maximum investment amount does not exceed 20 million yuan, and the investment period is generally not more than three years. The main shareholders can exit after the expiration by means of repurchasing or other such means. Based on the enterprises’ contribution to the district, the reward is set at 50 percent of the annual new contribution for three consecutive years from the next year, with a maximum of no more than 1 million yuan. 6. Support the construction of innovation platforms. Enterprises that establish new national key laboratories or engineering technology research centers (enterprise research centers, enterprise technology centers) will receive 500,000 yuan in reward. Enterprises that establish new provincial-level industrial technology research institutes, key laboratories, engineering technology research centers (enterprise technology centers, provincial-level engineering research center), academician workstations and public technology service platforms will receive 200,000 yuan in reward. Enterprises identified as provincial-level manufacturing innovation center will receive 200,000 yuan in reward.

To support intermediary service agencies, the district government will provide full subsidies for the annual window rent (subject to verification) actually paid by intermediary service agencies engaged in finance, tax, legal affairs, human resource management and technology investment in the intermediary aggregation platform, and give rewards of 100,000 yuan each year to intermediary service agencies that make outstanding contributions. 7. Support the development of maker spaces and incubators. Encourage the construction of various types of maker spaces and technology enterprise incubators, and award 300,000 yuan, 200,000 yuan and 100,000 yuan respectively to those ratified as national-, provincial-, and municipal-level public maker spaces and technology enterprise incubators.

Various types of maker spaces and incubation platforms are encouraged to develop in the district. They will receive rewards of 50,000 yuan, 100,000 yuan and 1 million yuan for incubating an enterprise that pays 500,000 yuan in taxes, as a New Three Board enterprise and a listed company on the main board, respectively. Encourage the growth of technology-based enterprises

8. Support financing of startups. Fifty percent interest subsidies will be given to enterprises included in the Gazelle Plan in the district and enterprises engaged in emerging industries such as IC design, life health and internet of vehicles in accordance with LPR based on the contract agreement and annual interest payment certificate, and a 50 percent premium reward shall be given to the actual guaranteed expenses incurred by the enterprise (subject to the contract agreement and the annual payment certificate), and the amount of the subsidies and reward shall not exceed 500,000 yuan, and the period shall not exceed three years.

Guide social capital to focus on investing in technology start-ups, and award equity investment institutions that invest for the first time 0.002 percent of the actual investment amount, and the total reward for a single institution for the whole year shall not exceed 2 million yuan.

Equity investment institutions that lost their investment, after evaluation and determination, will be provided with risk compensation of up to 30 percent of the amount of direct loss (up to 3 million yuan for a single project).

Start-up technology companies that received equity investment of 5 million yuan and above for the first time from equity investment institutions, can receive 2 percent of the actual financing amount as reward after confirmation, with a maximum of no more than 500,000 yuan.

Banks are encouraged to give technology-based micro, small and medium-sized enterprises in the district credit loans (including intellectual property pledges, order loans, etc.) and will be awarded 50,000 to 100,000 yuan. Government financing guarantee companies are encouraged to increase support for technology-based micro, small and medium-sized enterprises in the district and further reduce their guarantee fee rate (no more than 1 percent in principle). 9. Support the gathering of high-tech enterprises. Enterprises included in the provincial-level high-tech enterprise cultivation pool in the current year will receive an award of 50,000 yuan. Enterprises ratified as high-tech enterprises in the current year (including those that have been re-declared) will receive a reward of 100,000 yuan. 10. Support key common technology breakthroughs. Encourage enterprises to carry out core technology and common technology research, and give 200,000 yuan and 300,000 yuan to those enterprises that passed the provincial and national new technology and new product identification and were included in the Provincial Key New Technology and New Product Catalog, respectively. Rewards of 200,000 yuan and 300,000 yuan will be given to enterprises that have been shortlisted in provincial and national quality research and technical research in key areas, respectively. 11. Support independent intellectual property (IP) rights protection and quality standardization. Enterprises and institutions and individuals who have obtained invention and design patent authorizations (including national defense patents) will be rewarded in accordance with the Several Policy Opinions on the Construction of Intellectual Property Operation Service System to Create a Strong National Intellectual Property City. That is, 2,000 yuan for an invention patent authorization.

Enterprises and institutions are encouraged to use IP rights to expand overseas markets. A new overseas patent authorization obtained through the PCT channel will be awarded with a maximum of 20,000 yuan. An item that obtained the international registration of the Madrid trademark will be awarded a maximum of 4,000 million yuan. For obtaining international patent authorization (not through the PCT channel), each will be awarded 10,000 yuan.

Enterprises that lead in drafting international standards, national standards, industry standards (or group standards, local standards), if the project is developed, shall be funded with no more than 500,000 yuan, 300,000 yuan and 100,000 yuan, respectively. If they work for the international (national) professional standardization technical committee, sub-committee or working group secretariat, they will receive funds of no more than 500,000 yuan, 300,000 yuan and 100,000 yuan, respectively. 12. Support the opening of public technology platforms. Operating entities in technological achievement transformation, technical services and technology trading platform institutions (in the fields of supercomputing, military-civilian integration, intelligent transport, technology transfer center, rapid prototyping) established in the district that have achieved good economic and social benefits will be given rewards up to 200,000 yuan.

Famous domestic and foreign universities, scientific research institutes, and teams of scientists that set up new research and development (R&D) institutions, introduce core technologies and gather innovative resources to serve science and technology enterprises in the district will be awarded 3 million yuan. 13. Support the establishment of industrial innovation alliances. Industry leaders in the district can cooperate with institutions, universities and enterprises in the district to form an industrial technology innovation alliance focusing on serving the technological innovation of enterprises in the district. Newly formed national and provincial industrial technology innovation alliances will be awarded 500,000 yuan and 300,000 yuan to their operating units. 14. Support innovation and entrepreneurship competitions. Enterprises that participated in the China Innovation and Entrepreneurship Competition and won first, second or third prizes in the National Industry Finals that year will be awarded 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively. Those who won first, second, third prizes or outstanding awards in the provincial innovation and entrepreneurship finals will be rewarded 300,000 yuan, 200,000 yuan, 100,000 yuan, and 100,000 yuan, respectively. 15. Support technological innovation cooperation. Enterprises that have achieved remarkable results in technical cooperation with well-known scientific research institutes and enterprises at home and abroad (the total contract value is not less than 500,000 yuan, and it has been filed with the competent department), will be awarded 30 percent of the actual cooperation funds paid in the year, up to 500,000 yuan.

New international technology transfer agencies established in the previous year will be awarded a maximum of 300,000 yuan, and another 100,000 yuan will be awarded if the technology-based enterprises the agency introduced are in line with the regional industrial orientation, started operations and formed taxable sales that year. Newly recognized national-level and provincial-level international scientific and technological cooperation bases will be awarded 500,000 yuan and 300,000 yuan, respectively. 16. Support international technical exchanges. High-tech enterprises that participate in overseas international professional technology exhibitions in line with the key industry orientation of the district will receive a subsidy of 50 percent of the actual booth fee, and the total amount of subsidies for a single enterprise in the year shall not exceed 200,000 yuan. Enterprises that hold key industry-oriented international professional technology exhibitions will be subsidized by 50 percent of the venue rent fee to the main contractors, and the subsidy amount for a single exhibition shall not exceed 500,000 yuan. 17. Support the introduction of high-end talents. Enterprises that employ full-time industrial innovation talents with profound accomplishments in the industry or that make outstanding contributions to solving the core technical problems of the enterprise or have great influence on and optimization of the industrial structure of Binhu and selected in the Light of Binhu Project after evaluation, will be granted 300,000 to 500,000 yuan.

Top managers introduced by the company from domestic and well-known foreign enterprises and multinational companies, if selected into the Light of Binhu Project, will receive no more than 5,000 yuan per person per month in salary subsidies for 20 consecutive months.

Enterprises that employ technicians with advanced technical skills in the same industry and the same type of work in the city and district, and are first-line technical experts who have made important contributions to technological innovation and achievement transformation, if selected into the Light of Binhu Project, will be given a total subsidy of 50,000 to 200,000 yuan, of which the subsidy for the technical expert shall not be less than 50 percent of the total. Encourage technological enterprises to grow in strength

18. Support enterprise to upgrade technology. Enterprises that invest 3 to 10 million yuan in smarter manufacturing equipment will receive a reward of 10 percent of the actual investment amount, and the maximum is not more than 1 million yuan. If the investment is 10 million yuan or more, priority will be given to obtaining city-level rewards.

Enterprises that have been ratified as national, provincial or municipal (demonstration) smart workshops will be awarded 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively. Enterprises that have been evaluated as provincial smart factories will be given a one-time reward of 300,000 yuan after the project is completed and accepted. 19. Support major independent innovation of enterprises. Encourage enterprises to independently develop and produce intelligent equipment (products), and those enterprises whose new products entered the Provincial Key New Technology and New Products Catalog in the previous year shall be awarded 5 percent of the declared annual sales of the products, with a maximum of 1 million yuan. Enterprises with a set of major equipment approved at provincial level or above for the first time in the previous year will be awarded up to 300,000 yuan after the sales are certified by the district. 20. Support enterprises to increase R&D investment. Encourage the high-quality development of high-tech enterprises. Enterprises whose operating income for the year is 20 to 50 million yuan, a year-on-year increase of more than 25 percent, and their R&D investment accounts for more than 10 percent of operating income, will receive a reward of 100,000 yuan. Enterprises whose operating income for the year is 50 to 100 million yuan, an increase of more than 20 percent year-on-year, and their R&D investment accounts for more than 8 percent of operating income, will receive a reward of 200,000 yuan. Enterprises whose operating income for the year is 100 to 500 million yuan, an increase of more than 15 percent year-on-year, and their R&D investment accounts for 5 percent of operating income will receive a reward of 300,000 yuan. Enterprises whose operating income of the year is more than 500 million yuan, a year-on-year increase of more than 10 percent, and their R&D investment accounts for more than 4 percent of operating income, will receive a reward up to 500,000 yuan. 21. Support the development of corporate headquarters. Encourage scientific and technological enterprises to set up headquarters by themselves or gather resources outside the district. Headquarters enterprises identified by the district will receive rewards based on their annual actual contribution to the district. Headquarters enterprises recognized by the city will enjoy the relevant policies of the city-level headquarters economy, and receive relevant rewards in terms of registration and settlement, business contribution and talent introduction. 22. Support expansion of enterprise due to technological development. Enterprises that use the original industrial space (including non-productive houses and land) for new construction, expansion and reconstruction of productive houses, for technological development and core business, will receive a reward of 80 yuan per square meter, with a maximum of 500,000 yuan, if they meet the requirements of various approvals. 23. Support enterprises purchasing buildings in the district. Leading companies that purchased State-owned collective industrial standard rooms in the district with a tax output of over 800 yuan per square meter will receive a one-time reward of 50 yuan per square meter, up to 800,000 yuan, in the following year. Enterprises that purchased State-owned collective building carriers in the district with a tax output exceeding 1,200 yuan per square meter will receive a reward of 100 yuan per square meter, up to 1 million yuan, in the following year. 24. Support enterprises to attract talents. To further create a good atmosphere for enterprises to pay attention to talents and talent service industries, companies that introduce a large number of talents with good results in a market-oriented manner, and independently cultivate a certain number of senior skilled personnel, and cooperate with schools to jointly organize targeted training courses or handle internal training, along with social organizations that introduce talents to enterprises and train a certain number of talents will be awarded 100,000 to 500,000 yuan. Encourage technology-based companies to go public

25. Support the listing of companies. Enterprises that are listed on the domestic multi-level capital market (Main Board, SME Board, GEM Board, Science and Technology Board), and more than 80 percent of whose initial raised funds are invested in Binhu (based on the prospectus), will receive a reward of 5 million yuan in stages. Enterprises listed on major overseas stock exchanges that have been recognized (except those listed on the OTC market such as overseas electronic quotation boards), will be awarded 2.5 million yuan. 26. Support the redevelopment of listed companies. Listed companies are encouraged to refinance and reinvest. For refinancing through directional additional issuance, issuance of convertible bonds, etc., of which more than 80 percent and not less than 100 million yuan was invested into a project in the district, after the project is completed and put into production, 1 percent of the actual investment will be awarded, with a maximum of 3 million yuan. For enterprises successfully listed on the New Third Board, a reward of 1.5 million yuan will be given; for enterprises successfully listed on the Value Board of Jiangsu Equity Exchange Center, a reward of 300,000 yuan will be given. Encourage the industrialization of institutions in the district

28. Support local transfer and transformation of scientific and technological achievements of scientific research institutes stationed in the district. Scientific research institutes in the district that registered and established enterprises in the district and operated them normally will receive a reward of 50 percent of its tax contribution for three consecutive years if it pays 500,000 yuan or more in taxes in the first financial year. Enterprises in the district that have introduced and commercialized the advanced technological achievements of scientific research institutes in the district will receive a reward of 5 percent of the actual transaction value of the technical contract, up to a maximum of 500,000 yuan.
