Zhangjiagang takes measures to stabilize employment

The human resource and social security bureau of Zhangjiagang in Jiangsu province has taken measures to promote stable employment through subsidies, job fairs, skills training, and cross-provincial cooperation.
The local government has provided 110 million yuan ($17 million) in subsidies for 19,400 local enterprises to stabilize employment and to encourage them to reduce layoffs. It has also issued more than 86 million yuan in subsidies to workers this year.
The city has also held 67 job fairs in the forms of night markets and livestreaming this year for 4,528 enterprises.

In addition, Zhangjiagang provides free skill training for low-income and laid-off people to create more job opportunities for them. It has granted 130 million yuan in training subsidies and cultivated nearly 20,000 highly-skilled workers this year.
Zhangjiagang also promotes cooperation between universities and enterprises. It has also assisted local enterprises in building more than 30 demonstration bases for the integration of production and education.

Moreover, the local government also took the initiative to learn about the labor demands of enterprises and encouraged surplus laborers to find a job in another city through cross-provincial cooperation agreements.
Zhangjiagang has forged labor cooperation relations with Ankang in Shaanxi province, Shiyan in Hubei province, and Tianshui in Gansu province. It has also established an additional 16 labor cooperation bases this year.
