A five-year action plan for the construction of an "Innovative Zhangjiagang" was released in the county-level city in Jiangsu province Oct 29, local media reported.

According to the plan, by 2025, Zhangjiagang's investment in research and development (R&D) will account for 4 percent of its regional GDP, high-tech enterprises in the city will grow at an average annual rate of 30 percent, more than 10 domestic and foreign innovation enclaves will be built, and the number of industry-university-research cooperation projects will exceed 4,000.

The plan also says that the city will implement an innovation-driven development strategy in the next five years, with the aim of building the brand of "Innovative Zhangjiagang".

Concrete measures will be taken in Zhangjiagang to promote the city's innovative development, including carrying out an incubation program for cultivating innovative talents, establishing a high-level platform for innovation and entrepreneurship, and fostering industrial chains in strategic emerging industries. Cooperative projects for science and technology innovation will be launched to help the city integrate into the Yangtze River Delta community of sci-tech innovation.
