Wuxi releases plan to regulate shared bikes

A management plan for shared bikes was released by the Wuxi Municipal Bureau of City Administration, the Public Security Bureau and the Transportation Bureau on Aug 10.

The plan outlines the standards and timeline for the management of shared bikes.

According to the plan, there will be only four bike-sharing companies operating in Wuxi, namely OFO, Hello Bike, Mobike and Qingju.

More than 600 thousand shared bikes are on the streets of Wuxi, including over 100 thousand electric bikes. The number has exceeded Wuxi's occupancy and load capacity, said Zhang Yueyue, vice director of the Wuxi Municipal Bureau of City Administration.

The excessive supply of shared bikes in Wuxi has brought lots of environmental and management issues to its city. For example, the illegal and disorganized parking of bikes has disrupted public order and caused a large number of traffic accidents.

According to Zhang, Wuxi will put a cap on the total number of shared bikes, granting quotas to bike providers based on their comprehensive organizational and maintenance capabilities.

The plan specifies the requirements for improving bike providers' maintenance and sustaining capabilities including setting up fixed offices in the city and increasing maintenance employees.

It also regulates that bikes put into use in Wuxi must meet the technical standards of China and the industry in order to record the bikes information to the relevant supervisory platform. Bike operators are not allowed to increase the number of bikes in the city without permission.

Zhang added that Wuxi will roll out regulations to evaluate bike providers in October. Those who fall short will see a smaller quota.
